(a) Approve an ordinance amending Chapter 4.86 of Title 4 of the San José Municipal Code to extend the use tax allocation incentive under the Business Cooperation Program for an additional five years through October 15, 2019, and extending its application to businesses that establish points of sale in San José by changing their business operations for business-to-business transactions;

(b) Approve the Consultant Agreement with Municipal Revenue Advisors extending the length of the contract to December 31, 2019 and increasing the amount of the agreement from $250,000 to $1,500,000 for reimbursement services related to technical assistance under the Business Cooperation Program subject to the appropriation of funds. (a) Conduct a final Public Hearing regarding the approval of the City's 2014-2015 Annual Action Plan and take public comment;
