(a) Adopt a resolution authorizing the Director of Public Works to determine the lowest responsive and responsible bidder and to decide any bid protests for the Taxiway W Extension D-G Project at the Norman Y. Mineta San José International Airport and to either: (i) award the contract to the lowest responsive and responsible bidder in an amount not to exceed $10,095,583, contingent upon award and execution of an Airport Improvement Program (AIP) Grant from the Federal Aviation Administration; or (ii) reject all bids and re-bid the Project; and
