3.3 Approval of Conduit Financing for Renewable Energy Facilities TEFRA Hearing.

(a) Hold a Tax Equity and Fiscal Responsibility Act ("TEFRA") Hearing for the issuance of an aggregate amount not to exceed $24,000,000 of tax-exempt 501(c)(3) revenue bonds by the California Municipal Finance Authority ("CMFA") to finance and refinance certain renewable energy facilities in the City of San José.

(b) Adopt a resolution approving the issuance of Tax-Exempt Revenue Bonds, by the CMFA in an aggregate principal amount not to exceed $24,000,000 (the "Bonds") to be used to:

8.1 Memorandum of Understanding with the City and County of San Francisco for the 2010 Bay Area Urban Areas Security Initiative Grant Allocation.

(a) Adopt a resolution authorizing the City Manager to execute an Agreement between the City of San José and the City and County of San Francisco, acting as fiscal agent for the Bay Area UASI, to accept the 2010 UASI grant allocation in the amount of $1,234,000 and to negotiate and execute additional amendments and related documents without further Council action.

(b) Adopt the following Appropriation Ordinance and Funding Sources Resolution Amendments in the General Fund in fiscal year 2011-2012:
