4.1 Actions Related to Novellus/Vista Montana Development, Parkland and Environmental Agreements.
(a) Approve a Parkland Agreement for Tentative Maps No. PT07-083 and PT07-084 with Novellus Systems, Inc., Vista Montana Park Homes, LLC, and Equity-Tasman Apartments, LLC (collectively "Developer") under the Parkland Dedication Ordinance for the development of a one acre and five acre park and to provide certain extraordinary park benefits to the City.
(b) Approve an Environmental Agreement related to the Parkland Agreement for Tentative Maps No. PT07-083 and PT07-084 with Developer for the completion of certain soil remediation required by the California Department of Toxic Substances Control for the one acre and five acre parks.
(c) Approve an ordinance approving the Second Amendment to the Development Agreement with Developer setting forth the terms, conditions and obligations of the Developer in order to satisfy the Developer's Parkland Dedication Obligation and provide certain extraordinary park benefits to the City.

4.5 Agreement with the City of Campbell for Actions Related to the Reorganization of the Cambrian No. 36 Area.
(a) Adopt a resolution authorizing the City Manager to negotiate and execute an agreement with the City of Campbell (1) to allow financial adjustments between the City of Campbell and the City of San José to account for costs and proceeds flowing from the possible future annexation of the Cambrian No. 36 pocket area to the City of Campbell; (2) to establish a process to calculate and reconcile such costs and proceeds during the term of the agreement; and (3) that reflects and is consistent with the key terms and provisions as described to City Council in memoranda from the Administration;
