2.8 Early Childhood Education Improvement Grant for the Smart Start San José Quality Guidelines Project.
(a) Submit a grant application in the amount of $300,000 to the U.S. Department of Health & Human Services for an early childhood education improvement grant for the Smart Start San José Quality Guidelines project; and

6.1 Master Parking Rate Schedule.
(a) Provide up to two years of free parking for new businesses that enter into a written lease agreement for a downtown office or commercial retail building, up to a maximum of 50 parking permits for each business.
(b) Provide up to two years of free parking for existing downtown businesses that extend their current written building lease agreement or sign a lease in a new downtown office or commercial retail building, and relocate their parking from a private parking facility to a City parking facility, up to a maximum of 50 parking permits for each business.
(c) Provide up to two years of 50% discounted parking to existing downtown businesses currently purchasing parking permits to park in a City parking facility who extend their current written building lease agreement or sign a lease in a new downtown office or commercial retail building, up to a maximum of 50 parking permits for each business.
7. ENVIRONMENTAL & UTILITY SERVICES
7.1 Public Notices for Sewer Service & Use Charge and Storm Sewer Service Charge.
(a) Sewer Service and Use Charge - It is proposed that the residential rate notice provide for an increase of up to 6% for fiscal years 2010-11, 2011-12, and 2012-13 and that the commercial rate notice provide for proposed increases for fiscal years 2010-11, 2011-12, and 2012-13 of approximately 3% to 11% for commercial services, depending on the nature of the sewage discharge.
(b) Storm Sewer Service Charge - It is proposed that the residential rate notice provide for an increase of up to 4% for fiscal years 2010-11 and 2011-12, and up to 5% in 2012-13 and that the commercial rate notice provide for an increase of up to 5% for fiscal years 2010-11 and 2011-12, and up to 6% in 2012-13.
